Dubai Planning Permit Guide: Application Process & Requirements

Considering a residential or commercial fit out project in Dubai? There are a range of different legalities that you’ll need to account for, and obtaining the relevant permits for your planned work is a must. Most types of construction work, whether it’s an internal renovation, an extension, or a complete new build, will require a planning permit from Dubai Municipality.

Submitting a planning permit application in Dubai: what we’ll need
Your planning permit application will consist of several pieces of documentation, and we’ve included what these may below.
Architectural & structural drawings
Architectural drawings that outline the scope of the work you’re planning to do must be provided, produced by the architect that you’re working with. Here at RVA, we have an in-house team of experienced architects, and they’ll use the things you told us during your design consultation to prepare a series of sketches for you to review. Architectural drawings require input from a professional, so it’s never advisable to attempt to take care of this step yourself – it will almost certainly lead to your planning application being rejected.
Structural drawings carry a similar purpose in supporting your application, but they’ll go into much more detail, illustrating the framework for the proposed space. This will include dimensions, inclusion and arrangement of elements such as beams and columns, as well as giving information about the foundations of the proposed structure. One of our structural engineers will be responsible for producing these types of drawings.
Structural drawings focus on function, whereas architectural drawings capture the aesthetics of the project.
Technical drawings
In many cases, the proposed work will require making changes to existing configurations such as plumbing, electrical wiring, and fire protection systems. In order to secure a planning permit, you will need to outline all of these aspects in clear detail, and in line with the latest safety, environmental, and regulatory requirements. These types of plans are referred to as MEP drawings, and they relate to critical aspects of the proposed work. One of our technical design experts will be responsible for producing the necessary MEP drawings, taking care to ensure that every detail is covered.
Thermal insulation and drainage plans
Insulation and drainage plans may also be required to support your permit application, and our project managers will determine whether this applies to your project. Thermal insulation drawings are needed when any of the following applies:
- Adding or upgrading exterior walls.
- Replacing a roof.
- Converting an attic/loft or garage space.
- Renovating a basement area.
- Replacing windows or doors.
Similarly, drainage plans will be necessary if your project includes:
- Laying foundations for a new build or extension.
- Basement renovations.
- Roof renovations.
- Driveway or landscaping updates.
- Adding or extending bathrooms and kitchens.
- Adding a swimming pool or installing a patio.
Securing a planning permit for your villa renovation
We’re using villa renovations as an example here, given that these are some of our most popular projects. When you’re either building a new villa or renovating a property, there’s a specific protocol to follow once you’ve compiled all of the necessary documentation. These are steps that your dedicated project manager will be responsible for when you choose to work with us.
Submitting your documentation
All of your finalised architectural, structural and MEP drawings should be submitted to the relevant authorities. Depending on the scope of your project, this will either be the BPS, or Dubai Municipality.
Await application review
Once your application has been submitted, it’ll be reviewed by members of the relevant authorities, ensuring that every detail is in order – they’ll essentially be looking for any hazards or considerations that haven’t been accounted for, while also reviewing the plans in line with local area zoning regulations.
Securing your permit
Once the authorities have reviewed your application and they are happy with the plans, Dubai Municipality will stamp your drawings. We will receive the stamped documentation back.

How long does it take to secure a villa planning permit?
It usually takes around 3-4 working days to get your application reviewed and approved by the authorities, but this can vary depending on the scope of your project and time of year. When you choose us as your Dubai architects, you’ll be kept informed on the status of your application by your project manager.
How long is the permit valid for?
Most villa planning permits are valid for 6 months from the date of issue, but it can also be renewed to allow for flexibility. Once we’ve submitted your application, we’ll already be preparing your villa renovation timeline, and coordinating our team of builders, interior designers, and site managers, ensuring that we can start straight away.
What if my proposed site isn’t ready for construction?
If the site is not ready, a thorough site report should be conducted, outlining the issues and laying out contingency plans to address them. Once these problems have been resolved, we can reapply for the permit.
Are multiple applications allowed for the same plot?
Multiple applications for the same plot are not allowed, so you’d need to submit a separate application with any necessary modifications outlined.
